Updates: $88M USCIS Nations II IT support contract

G2X TAKE: Abacus Technology Corporation was apparently not content with the recent actions as, just days after seeing their prior protest dismissed, a new protest has now been filed related to the competition for this contract to provide a broad range of IT support services to all USCIS end users to include Service Desk Support, Field Services Support, Service Center Services Support, Account Management and Hardware Incident Resolution Support.  

No details have been made available related to the initial protest, the reason for the dismissal, nor the reason for this new protest but details will be shared here as they are made available. The new listed due date for a decision by GAO is May 13, 2019.

G2X TAKE: The lone known protest, a challenge put forth by Abacus Technology Corporation, related to this contract to provide a broad range of IT support services to all USCIS end users, to include Service Desk Support, Field Services Support, Service Center Services Support, Account Management and Hardware Incident Resolution Support has been dismissed. 

No details have been provided as to the grounds for the challenge at this time, nor the reason for the dismissal. As we have noted on numerous occasions, a ‘dismissal’ by GAO does not necessarily mean the issue is resolved and often times only indicates the contracting authority/agency has agreed to proactively take some corrective action to address a deficiency identified as part of the protest process. More information will be provided here as it is made available.

G2X TAKE: After initially receiving the award and having it taken away,  Abacus Technology Corporation has filed an official challenge with GAO related to this contract to provide a broad range of IT support services to all USCIS end users, to include Service Desk Support, Field Services Support, Service Center Services Support, Account Management and Hardware Incident Resolution Support.  

No additional details have been published as to the grounds for the recent protest put forth by Abacus. The listed due date for a decision by GAO is no later than March 14, 2019.

What we do know. Timeline: 

  • Abacus received an $86M award from USCIS in May for this Eagle II task. (See award announcement.) 
  • Salient CRGT filed a protest with GAO related to Nations II in May. 
  • The Abacus contract award was cancelled in June. 
  • Salient CRGT received an $88M award for NATIONS last month. (Details here.) 
  • Abacus has an outstanding protest.
