AttainX appoints former USDA IT Executive Donald Bice as Chief Growth Officer

“AttainX announced today the appointment of Donald Bice to the company’s executive leadership team as Chief Growth Officer. Bice brings to AttainX almost 30 years of experience as a leader in the Federal government and within the consulting industry.

‘Don is a results-oriented leader who brings passion, creativity and a life-long commitment to improving the operation of programs through process improvement and IT modernization to AttainX,’ said AttainX President and CEO, Sheryll Manoj. ‘Don understands what Federal agencies need and the importance of ensuring the successful implementation of their missions efficiently, effectively, and equitably.’

‘I’m thrilled to be joining a dynamic and successful 8(a) Small Business and a Women Owned & Economically Disadvantaged Women Owned organization,’ said Bice. ‘I look forward to being a part of AttainX’s leadership team, and building on their strong success in providing solutions and support to a diverse set of Federal agencies.’

Mr. Bice joined the private sector after more than 28 years of Federal government experience in administrative operations and USDA programs. Mr. Bice served as the Acting Assistant Secretary for Administration at USDA from September 2017 through March 2020, and as the Deputy Assistant Secretary for Administration beginning in February 2018. During that time, he spearheaded efforts to modernize and improve the delivery of administrative services and IT modernization, which included streamlining and improving customer service and digitizing and modernizing USDAs IT infrastructure for employees and stakeholders alike, reorganizing the provision of administrative services at USDA from 17 agencies to 8 mission areas, closing 26 information technology data centers, reducing the USDA vehicle fleet by over 10 percent, and establishing the first USDA Customer Experience Office.

Prior to being the Deputy Assistant Secretary for Administration, Mr. Bice held multiple positions in USDA’s Office of Budget and Program Analysis for over 25 years and was responsible for managing the development and execution of the Department’s $200 billion budget, managing the Department’s regulatory and legislative reporting processes, and coordinating the Department’s performance improvement activities.”
