“This is a sole source order in support of ONRR conducting a Modernization Project to enhance the ability to perform revenue collection and disbursement, production and royalty reporting, verification and compliance, and workload management of applicable cases. Additionally, ONRR has completed an analysis of alternatives study that evaluated different solutions and is working on a Business Process Reengineering (BPR) initiative that will modernize and streamline ONRR business process. This effort started with the defining of ONRRs current business processes known as the “As-Is” processes. The next phase was to look for efficiencies and redefining processes, once defined, these new processes (To-Be) will generate requirements that will be used in the development of a new ONRR Mission IT system. The new IT system(s) will be informed by the work from ONRR’s Business Process Re-Engineering and will establish business requirements that are not specific to ONRR’s current hardware or current web interface for reporting functions.”

“Booz, Allen, Hamilton (BAH) shall assist ONRR by providing technical and acquisition services in support of their Modernization Project to support business process evaluation and BPR initiative to a new platform and system configuration.”

“The unique qualifications supporting Booz, Allen, Hamilton (BAH) as the only source capable of providing the services at the level of quality required is that the contractor is currently assisting ONRR with their Modernization Project which is a multi-year, multi-phased effort to explore, identify, develop and implement new technologies that enhance ONRR’s ability to perform revenue collection and disbursement, production and royalty reporting, verification and compliance, and workload management of applicable cases.”

At this time, barriers to competition and ways to remove or overcome them are being considered. It is anticipated that the future re-competed procurement will be awarded in August 2020.

This contract value is not disclosed but is for a 12-month base period and one 12-month option period.

Booz Allen Hamilton was awarded a 2-year, $5M contract by the Department of Interior’s Office of Natural Resources Revenue for IT Modernization and Business Process Reengineering. The contract was awarded using the GSA Professional Services Schedule (PSS) contract vehicle.
