Commerce Department RFI: US Census Bureau Enterprise Cybersecurity Services

“The purpose of this Request for Information (RFI) is to provide information to the United States Census Bureau (USCB) to help determine an acquisition strategy for cybersecurity for the coming decade. The USCB believes industry holds the most current and best practices in these areas impacted by cybersecurity and seeks recommendations on how to best acquire the needed industry knowledge and expertise and achieve benefits in accordance with federal requirements.”

“The USCB intends to leverage industry knowledge and expertise on proven approaches and best practices to achieve the highest level of cyber defense and esilience in accordance with federal and legislative requirements. The USCB intends to mature an enterprise cybersecurity program to enable a fully informed risk-based approach that considers the complex and diverse technology environment in place.”

“The USCB is seeking information on the capabilities of vendors in providing professional support services that include the knowledge and expertise to monitor all technology and information assets on a 24/7/365 basis. All anomalous, suspicious, and malicious activities detected are investigated and responded to appropriately within acceptable and required timelines. Response activities should include digital and network forensics, incident management and communications and federal reporting requirements. Proactive cyber defense activities include continuous vulnerability scanning and remediation, on-going attack simulations and penetration testing and active cyber threat hunting across all environments. Dedicated cyber threat intelligence analyst provide a continuous feed of cyber threat intelligence information for known actors identified within a Census specific cyber threat profile. Tactics, techniques and motivations gathered from open and closed source intelligence enhance and strengthen cyber defense and detection capabilities.”
