“The U.S. Department of Commerce (DOC) National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division (WAD) Boulder, CO on behalf of the Oceanic and Atmospheric Research (OAR) Office of Water and Air Quality (OWAQ) hereby issues solicitation 1305M320RNMNR0002 as a full and open competition for OAR/OWAG. The solicitation is for Earth Prediction Innovation Center (EPIC) support. NOAA/OAR/OWAQ seeks a qualified contractor to fulfill the EPIC requirement as stated in the Statement Of Objectives (SOO). The Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract from this solicitation.

“The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR) Office of Weather and Air Quality (OWAQ) supports world-class weather and air quality research to save lives, reduce property damage, and enhance the national economy. In pursuit of its vision and mission, OWAQ works closely with the National Weather Service (NWS) to help develop and transition weather and air quality research, including hurricanes, severe thunderstorms, heavy precipitation, and air pollution. Additionally, OWAQ utilizes social science to learn how to deal with the uncertainties weather presents and to inform its engagement and communication with researchers, funders, and the public.
This requirement is to develop and support the establishment of the Earth Prediction Innovation Center (EPIC). EPIC will create a community earth system model, initially focusing on the operational weather prediction system, which is accessible to the public and utilizes innovative strategies to host and manage the modeling system. EPIC will leverage existing NOAA resources to accelerate advances to the Unified Forecast System (UFS), a community-based, state of the science, coupled Earth system model designed to impact NOAA’s operational forecast mission to protect life and property and improve economic growth.
The Government anticipates establishing a single award Indefinite-Delivery Indefinite Quantity (IDIQ) Contract. This procurement is anticipated to be released for Full & Open competition under the North American Industrial Classification System (NAICS) code 541512 – Computer Systems Design Services, with a corresponding size standard of $30.0M.
The Contract Period of Performance (POP) will include a five (5) year ordering period. FAR Parts 12 and 15 are expected to be used for this requirement.”
