Department of Education awards one-year follow-on contract for EDCAPS Support Services III


The Department of Education has awarded a follow-on contract to Quality Software Services. Inc for support and operations of the Education Department’s Central Automated Processing System (EDCAPS). The modification to the current BPA is for a twelve-month period beginning March 26, 2019.

The Department requires subject matter expertise and technical support services for the daily operations of EDCAPS, an integrated financial management system. EDCAPS is comprised of five components: (1) Financial Management Support Software (FMSS); (2) G5 Grants Management System (G5); (3) Contracts and Purchasing Support Systems (CPSS); (4) Travel Management Systems (TMS) and (5) Nortridge Loan System (NLS). This follow-on is a natural continuation of the requirements contained in the contract.

The Department will issue a competitive solicitation for a new BPA in the first quarter of FY 2020. The solicitation has been delayed due to resource shortages to handle the transitions to large contracts all at one time. A logical follow-on is currently the most economic and efficient way to procure these services so there are no lapses in service.
