Department of Education RFI: OIG Case Management System (CMS)

“The Department of Education (ED) is seeking information regarding the availability of qualified sources with the capability to meet the Office of Inspector General needs to acquire a Case Management System (CMS). The anticipated period of performance consists of one (1) year base plus four (1) year options.

“The Office of Inspector General (OIG) is responsible for identifying fraud, waste, abuse, and criminal activity involving Department of Education (ED) funds, programs, and operations. OIG manages the records we collect related to our audits, investigations, and other reviews using an OIG Case Management System (CMS). CMS tracks information related to criminal, civil, and administrative investigations. CMS also tracks evidence, findings, and recommendations from audits and other reviews. These audits and investigations result in millions of dollars in questioned costs, recoveries, restitutions, and savings each year. The OIG seeks a single FedRAMP-accredited Software as a Service (SaaS) application to meet our audit and investigation project/case management needs under one Authority to Operate.

Specific functions we require include:

  • Infrastructure Requirements
    • Ability to migrate data from existing system
    • Defined software patch and upgrade schedules
    • Ability to test prior to patch/upgrade installations to production environment
    • Option to move all hosted data and the SaaS application to OIG servers for continuity
    • Compatible with Google Chrome and Microsoft Edge browsers with no add-ins\
    • Compatible with Microsoft Windows 10 and Apple OSx (v.10)
    • Scalable from 50 to 300 users
    • Performance metrics
    • Support for single sign-on using PIV/CAC cards
    • Ability to handle slow connections through VPN or remote connections
  • Security
    • FedRAMP SaaS Authorized under a Joint Authorization Board or Agency-Sponsored Approval
    • Full logging of user activity, including additions, deletions, and modifications of data
    • Easy access to logs and activity reports
    • Compliant with FIPS Encryption Requirements for data in-transit…”
