“The Electronic Crime’s Environment (ECE) is an application that can create virtual environment to handle the processing, analysis, storage, and archiving of seized digital evidence. It offers forensic and analytic capabilities to extract and document criminal activities from information obtained during the criminal case investigations. The Digital Forensic business unit then conducts law enforcement investigations involving analysis of digital and multimedia evidence of a variety of types and sources. These include, but are not limited to; witnesses, subpoenas, personal computers, mobile devices (phones, tablets, etc.), small and large business computers/servers, server farms, cloud storage or the Dark net. ECE provides CI investigators with a digital evidence portal, accessible nationwide.”

“The objective of this PWS is to obtain Contractor support to provide ECE system Operations and Maintenance (O&M) and Enhancements, as needed, to meet business objectives, requirements and mandates, and to assist the CI Program with providing Project Management and System Development Lifecycle (SDLC) support. The Contractor support shall require an integrated team approach between the Contractor, IRS-CI staff and its stakeholders to ensure operations and performance is aligned with business goals and objectives. The Government will purchase any hardware & software, but the Contractor shall configure & support it, once delivered. The Contractor shall ensure a cloud ready application with the ability to Link/Integrate with other CI application environments. It should align with the IRS Next Generation Infrastructure (NGI) effort.  For context, NGI is a coordinated effort by the IRS to move the agency to a common infrastructure and network standard.  NGI will utilize a hybrid-cloud approach with Hyper-Converged Infrastructure (HCI) on premise, and a surge capacity into the cloud. The networking component includes both internal software-defined networks and AWS/Azure DirectConnect/ExpressRoute private line connection. ECE should mirror this deployment and maintain compatibility with NGI’s networking architecture.  The solution should further provide an easy to use and intuitive user interface that includes, but is not limited to, the ability to easily scan documentation, a convenient and manageable process to upload data, and the capability to securely coordinate and share information with agencies and business partners outside of the IRS.  The solution should be scalable for eventual full cloud deployment of the ECE application.”
