“Description

FLETC’s training management system, the Student Administration & Scheduling System (SASS) is a critical program that is fully integrated into FLETC’s training of federal law enforcement officers. The system handles registration,intake of students, distribution of uniforms, scheduling, meals, and is a financial system. Extensive market research included 2 Requests for Information a Virtual Industry day which included several follow up question and answer sessions and culminated with several vendor demonstrations. Based on the market research it was determined that there were not any products readily available that could fully manage the FLETC training management needs, specifically SASS is a financial system and has to meet auditing standards accordingly…”

  • The purpose of this procurement is to procure contractor support to ensure the FLETC enterprise Student Administration and Scheduling System (SASS) continues to satisfy centralized training needs.

“3. Description of Supplies/Services. Student Administration Scheduling System (SASS) services support. This procurement is to assure the continuation of meeting mission critical centralized training needs via FLETC SASS. SASS is FLETC’s training management system and is critical to the training mission. The key functions of SASS include a scheduling system to automate scheduling training programs, a student registration and management system and testing and evaluation functions. There are three operating instances of SASS: Production (Glynco, GA), and a DR/COOP and User Acceptance Testing (UAT) (Artesia, NM.) that require support.

A major deviation from previous contracts is evolving SASS from a new feature development and operations and maintenance, to primarily operations and maintenance. When and if new feature/function developments are required and approved, those efforts will be negotiated and contracted separately with the addition of a new Contract Line Item Number (CLIN)…”

“4. Identification of Statutory Authority Permitting Other Than Full and Open Competition. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 implemented by FAR Subpart 6.302-1 entitled ‘Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.’…”

“The incumbent, Leidos, Inc., initially developed SASS in 2006 as Science Applications International Corporation (SAIC) and has been developing and supporting SASS since inception. Leidos project management and technical resources have remained static over the last 15 years resulting in vast subject matter expertise. Extensive market research concluded Leidos the only responsible source. No other vendor will satisfy FLETC’s requirements of maintaining SASS in its current state without a significant disruption of the critical services provided by ~1500 users supporting the four FLETC training delivery sites. These users would be required to learn and operate a new system while simultaneously supporting FLETC by providing the current quality Law Enforcement training product. FLETC will leverage the benefit of the existing Training Management System infrastructure that meets and/or exceeds the requirements of a DHS CFO Designated Financial System, and the vast Leidos vendor experience to assure the best value to the government. In addition, FLETC will mitigate significant delays and duplication of costs another vendor will require to replicate the depth of experienced resources, technical knowledge and established customer relationships of the incumbent vendor, as well as the significant learning curve of the average 1500 users…”
