“The Department of Homeland Security, Federal Emergency Management Agency (FEMA), Office of the Chief Procurement Officer (OCPO), proposes on behalf of Office of the Chief Information Officer (OCIO), to award a Task Order pursuant to FAR 8.405-6, Limiting Sources to: 1. Continue uninterrupted systems operations and sustainment support for the FEMA Enterprise Identity Management System (FEIMS) and its components. 2. Provide transition plan/strategy including archiving system documentation and 3. Provide expert subject matter knowledge to support development and implementation of FEIMS data interfaces required for its components and access to all integrated applications. Niyam IT, Inc., is the only HUBZone firm that can properly perform the work and the transition in the allotted time available without disrupting the mission of FEIMS to include its components – ISIM/ISAM, the Trusted Identity Exchange (TIE) feed and Webseal. Awarding a bridge contract for the current FEIMS Sustainment support along with its components with Niyam IT is essential to the Agency’s mission of providing accurate, timely, and accessible response efforts to the public before, during, and after disasters. This bridge contract is needed to avoid any break in service of providing critical support to the Agency and the public relating to accessibility to the FEMA network, applications and functions.

The OCIO is currently within the pre-solicitation phase for a long-term engineering and development contract solution. The award is not likely until early Fall 2020. The need for the continued services for this requirement was not recognized immediately by the program office, this created the need for a bridge contract with a period of performance that will allow for the follow on solicitation to be competed, and awarded timely to allow the effort to be effectively transitioned to a new contractor.
