This requirement will be competed on GSA as a Small Business set-aside to schedule holders for MAS 54151S.  The estimated timeframe for the solicitation posting on GSA is between 7/12/21 and 7/16/21.  The PSC code will be DF01 and NAICS code 541512.

NOTE:  This is not a solicitation and no proposals will be accepted on behalf of this DRAFT SOW.   All addidional postings will occur on GSA.  No responses will be entertained via email or phone call…”

“DESCRIPTION OF REQUIREMENT:

  1. Description and Purpose

The purpose of this requirement is to acquire resources to support three (3) primary objectives of the cleaning phase required for the migration of legacy data from the Emergency Management Mission Integration Environment (EMMIE) to the Grants Manager and Grants Portal tool (FAC-TRAX) within the Public Assistance (PA) Program. The three (3) primary objectives are:

  1. Structure unstructured, migrated [EMMIE] legacy data to render it searchable within the new system infrastructure.
  2. Reconcile empty fields within EMMIE projects already migrated to FAC-TRAX, where data was not previously collected.
  3. Document the cleaning of historical insurance data to meet the recommendations made in the OIG-12-18: “Office of Inspector General (OIG) Report – FEMA’s Process for Tracking Public Assistance Insurance Requirements.

FEMA intends to procure a services contract, to include personnel who will conduct the cleaning of transferred data within FAC-TRAX…”

Benefits and Outcomes

  1. The cleaning of historical EMMIE data within FAC-TRAX in an iterative, scalable way enables a faster transition from EMMIE to FAC-TRAX;
  2. Having all historical Public Assistance data within FAC-TRAX enables FAC-TRAX to be the single, authoritative source of PA grant data, which is a critical step toward decommissioning EMMIE; and
  3. Meeting the OIG’s recommendation to reduce duplication of benefits over time helps close a long-standing 1OIG finding…”

“IV: Scope

Since its launch, development of FAC-TRAX has provided insight and considerations for an approach to prioritizing and ‘cleaning’ or restructuring projects, accounting for erroneous data—including insurance data— and addressing both risk and efficiency for project cleaning.

The following project categories are listed in order of the greatest likelihood for missing or erroneous data in FAC-TRAX:

  1. Post-obligation projects processed in both GM and EMMIE – These projects were processed in both GM and EMMIE but only obligated and closed in EMMIE because functionality does not yet exist in GM beyond obligation. These projects will need to be reviewed for any post-obligation changes and appropriately entered in GM.
  2. Projects currently processing only in EMMIE – These projects are currently being processed in EMMIE only and have never been entered in GM. These projects will need to be reviewed and cleaned to prevent “dirty data” from being migrated into GM.
  3. Closed projects processed only in EMMIE – These projects were processed in EMMIE only and have been closed out (or are in the process of closing out). These projects require only a simple review and could potentially be migrated as-is to GM since they have reached closeout…”

“The purpose of this RFI is for market research. The United States Department of Homeland Security (DHS), on behalf of the Federal Emergency Management Agency (FEMA), is seeking to identify contractors that may possess the capabilities to support the Public Assistance Directorate, Recovery Division by acquiring resources to support three (3) primary objectives of the cleaning phase required for the migration of legacy data from the Emergency Management Mission Integration Environment (EMMIE) to the Grants Manager and Grants Portal tool (FAC-TRAX) within the Public Assistance (PA) Program. The applicable NAICS code is 518210 and 541512.

Requirement: FEMA is searching for a qualified source to deliver the following:

  1. Structure unstructured, migrated (EMMIE) legacy data, in order to render it searchable within the new FAC-TRAX system infrastructure.
  2. Reconcile empty fields within EMMIE projects, migrated to FAC-TRAX, where data was not previously collected.
  3. Document the cleaning of historical insurance data to meet the intent of an Office of Inspector General (OIG) finding.

The overall requirement includes a large volume and complex data sets; has a need for defined skillsets within labor force to ensure cleaning is conducted by data entry specialists and insurance specialists that are equipped and prepared to meet the scope and scale of the cleanup; and has a need for refined planning, coordination, and communication between contractor and FEMA as the data is iteratively cleaned.

Estimated Period of Performance: The estimated period of performance is two (2) years to include a twelve (12) month base period and a twelve (12) month option period.”
