DHS ICE RFI: Compliance Assistance Reporting Terminal (CART) Support

“The scope of this effort is to deliver operation and maintenance support, hardware and software enhancements, and hardware installation and maintenance support for the CART System, as well as additional kiosk manufacturing. The Contractor shall support functions to design, engineer, develop, configure, acquire, integrate, test, install, modify and support software applications required to fulfill CART requirements. The Contractor shall also – using a government supplied specification document – source, purchase, assemble, integrate, configure, test, ship, install, and support the hardware components required to fulfill CART requirements. The Contractor shall work with the Government to maintain and, as necessary, provision the network and IT 4 infrastructure necessary to host the CART System in the ICE environment. The Contractor shall establish the secure physical presence of the CART kiosk in Government-selected ICE field offices. The Contractor shall ensure collection and reportability of metrics, existing and enhanced, through the CART System. The Contactor shall provide post-deployment operations and maintenance support for the CART System during the length of the contract. The Contractor shall maintain and provide to the Government clear documentation of all physical components, technical specifications, software development, and maintenance support necessary for potential replication beyond the scope of this contract.”

“The objective of this effort is to maintain and enhance the necessary software, hardware, and services that comprise the CART System; maintain and enhance relevant internal and external system connections; and deploy (install), maintain, and potentially enhance kiosk hardware in ICE ERO Field Offices. Initial effectiveness and usability of the system was established through a Proof of Concept and ground tested during field pilots. From this baseline, operations and maintenance will be conducted and enhancement directed. The government is not seeking proposals for wholesale conceptual substitutions to the existing CART System and expansions are not planned or expected for the duration of this contract.”
