“3. Description of Supplies/Services…”

“The existing TO for Repository for Analytics in a Virtualized Environment (RAVEN) DevSecOps support (70CTD018FR0000193) was competitively awarded to BAH

HSI requires an additional six months of support services to provide continued administration, configuration, maintenance and enhancement of the RAVEN platform.

The contractor shall provide processes, procedures, people, material, and information required to support, maintain, and operate the software aspects of the system. This extension will ensure continued support during the competitive re-compete process and the successful completion of transition related tasks, once the new award is emplaced. The current level of effort for this extension period has not changed…”

“4. Authority and supporting rationale and a demonstration of the proposed contractor’s unique qualifications to provide the supply or service…”

“Only BAH is capable of performing this immediate need for an extension of services and adequately supporting a smooth transition to the successor contract…”

“5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).

The contracting officer has determined that issuing a modification to extend the current TO with BAH for the continuation of DevSecOps support services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs.

This extension will be placed in accordance with FAR 8.404, ‘Use of Federal Supply Schedules.’ The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be encouraged. Additionally, prior to issuance of the modification, the Program Office (PO) will consider the labor categories, skill levels and level of effort proposed to perform the specific task being ordered are commensurate to the work being performed in order to support a determination that the total price is fair and reasonable. The contractor’s labor categories, skill levels and level of effort will also be compared to the Independent Government Cost Estimate (IGCE) and the historical support provided under the TO for these continued operations…”

“8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.

ICE does not currently contemplate future non-competitive actions and is anticipating awarding the recompete using fully competitive procedures. ICE will use the time afforded by this extension to finish the current competition, make an award and complete transition to the new contract. In addition, ICE will continue to define requirements so that they can be solicited competitively to the maximum extent practicable. After the initial go-live and the first transition is complete, ICE will have a better understanding of the transition requirements and will be able to better define adequate transition periods into future contracts to support programmatic and stakeholder changes…”

The Government may support one-on-one meetings with the industry day participants following the event provided there is industry interest and Government bandwidth to fairly support interested participants.”

The U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) is in the process of transforming the Agency’s investment approach and processes for acquiring and delivering capabilities to HSI’s 10,000+-person workforce. While HSI has streamlined its investments in tools to support routine investigations, the challenges of large, complex, and unique cases invariably involve metadata analysis and the integration of large volumes of data from multiple sources.

In support of its investigations, HSI invests significant time and resources to analyze large volumes of data sourced from multiple data sets in order to understand patterns and uncover associations, links, and leads. It is HSI’s vision to provide expert analytic tools and services to ensure the employment of innovative analytic techniques to support investigations and to ensure customer value.

The purpose of this RFI is to communicate the objectives for the upcoming RAVEn procurements, receive feedback from industry, and determine capable sources for the purposes of selecting the most appropriate contract vehicle(s) and contracting strategies.

ICE currently has three (3) task orders supporting the HSI Innovation Lab and the Repository for Analytics in a virtualized Environment (RAVEn) platform that expire in September 2021. These task orders are as follows:

  • 70CTD019FR0000280 — DirectViz Solutions LLC — Data Analytics Tools, Applications & Solutions
