DHS/OPO intends to award a sole-source to WOSB PotomacWave Consulting to acquire and maintain financial and program management support to the Chief of Staff. This support also consists of assisting with the Financial Acquisition and Asset Management Solution (F AAMS) financial system, which is the first DHS implementation of an Oracle Federal Financials (OFF) solutions hosted by a Federal Shared Service Provider (FSSP).
The current Task Order provides a broad range of program and financial management
support services consisting of project management, program planning and oversight, operations support, project analysis, data development and management and human capital services to DNDO/COS. Key requirements for the services to be acquired under the Task Order includes providing financial reporting, budgetary accounting, internal controls, resource management and obligation management objectives and goals by delivering a wide range of programmatic, strategic planning, financial, resource management and business support functions. Homeland Security (DHS) implementation of an Oracle Federal Financials (OFF) solutions hosted by a Federal Shared Service Provider (FSSP).
The circumstance restricting competition for this acquisition are that, although the current re-compete effort for the new Task Order is concluding, a pre-award protest was received which resulted in unforeseen delays. On June 25, 2018, the Government Accountability Office (GAO) reached a determination regarding the subject protest, which it denied. However, due to the delays in the source selection process that occurred as a result of the protest and the fact that the current Task Order is set to expire on June 27, 2018, a lapse in services will occur unless a two-month follow-on Task Order is awarded prior to that expiration date.
The proposed Task Order to Potomac Wave Consulting, under its General Services Administration (GSA), Contract GS-00F-0007X, for these requirements will allow sufficient time to award the follow-on Task Order currently competed under the Program Management, Administrative, Operations (Clerical), and Technical Services II (PACTS II) Strategic Sourcing vehicle.
The Period of Performance for this request is for a maximum of two months, consisting of one (1) I-Month Base Period and one (1) I-Month Option Period.
