The Contractor shall provide services supporting the RMT division. DHS requires support for program management; business process management and governance, system engineering life cycle governance, information technology planning and coordination; customer relationship management, organizational change management, and office administration and communications.

The objective of this requirement is to procure program and technical support services to assist RMT in planning and managing the transformation of DHS Resource Management. This includes the development, maintenance, consolidation, integration, standardization, and improvement of business processes and systems. Support services include the requirements described below…”


“4.2 Information Technology Management and Support

  1. Systems Engineering Life Cycle (SELC) Management and Compliance
    1. Support efforts to ensure all DHS SELC requirements are met and that all necessary activities are satisfactorily completed as planned.
    2. Assure system engineering compliance to DHS IT policies (See Appendix B).
    3. Document gaps in implementation of SELC internal control processes and procedures against standard procedures.
    4. Assist in the review of RMT’s system deliverables to verify they meet documented requirements.
    5. Support the creation and update of SELC required documentation.
  2. Life Cycle Support
    1. Support all aspects of data migration and conversion activities of RMT’s current and future applications.
    2. Provide application testing, and training support activities.
    3. Analyze, design, gather and monitor the process of data collection activities in support of RMT’s system efforts.
    4. Brief out in RMT’s Integrated Process Teams (IPT) in support of business integration activities.
  3. Enterprise and Systems Architecture
    1. Participate as a team member in DHS Enterprise Architecture (EA) working groups.
    2. Provide EA technical support to the program.
    3. Assist in the development of technical documents and Enterprise Architecture (EA) work products.
    4. Assist in the development of Systems Architecture (SA) work products.
    5. Provide subject matter expertise support in industry-standard Enterprise Resource Planning (ERP) solutions.
  4. Requirements Analysis and Management
    1. Analyze, gather, and develop necessary documentation of Departmental and Component systems, processes, and policies as necessary in support of RMT’s system and process initiatives.
    2. Work and coordinate with RMT’s system owners to create technical requirements that will be used to develop a system solution.
    3. Create and manage RMT’s requirements repository.
    4. Produce and maintain documents such as the Requirements Traceability Matrix (RTM) as well as Gap Analysis Documents (GAD) which list functional gaps between current capabilities and proposed requirements.
    5. Provide Technical Testing and Functional Testing and to create a system that will allow for the tracking of requirements to test scripts and results.
    6. Develop and manage RMT’s change control process that aligns with DHS’s SELC process.
    7. Establish a centralized SharePoint repository that contains all RMT documented work products.
  5. System Design and Development
    1. Assist in the development of technical designs for software interfaces, reports, configurations, data migration, table designs, deployment plans, etc. to ensure they meet DHS technical requirements.
    2. Assist in the development of the capacity and performance of RMT’s system efforts.
    3. Assist in the development of Interface Control Documents (ICDs) ensuring compliance with DHS SELC process.
    4. Provide system design, development and database support for software interfaces including application programming interfaces (APIs), robotic process automation (RPAs), reports, data repositories, data feeds, and data migration efforts.
