“The U.S. Secret Service (USSS), Chief Information Officer (CIO) acquires, operates, and maintains information technology (IT) solutions that support protective and investigative missions, and associated administrative and management functions of the Secret Service. The CIO provides on-site communications and computer support for protective events and National Special Security Events (NSSE) and serves in a liaison capacity between field offices, Headquarters offices, and other Federal agencies regarding planning, management and application of information technology systems. “The IT Operations & Sustainment (O&S) services are provided in support of office and agency- wide protective, investigative, and administrative functions via multiple O&S contracts. This has led to a patchwork of contracts that are lacking a central accountably to meet IT infrastructure sustainment performance requirements/metrics. The USSS intends to conduct a full and open competition to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to a single vendor that consolidates USSS IT O&S support.
The USSS anticipates establishing a multiple year Indefinite Delivery Indefinite Quantity (IDIQ) contract to a single contractor that allows multiple Task Order awards with separate statements of work and deliverables depending on the specific technical products or services required. Task orders may be Firm-Fixed-Price (FFP), Cost-Plus Fixed Fee (CPFF), and/or Time and Materials (T&M) depending on the specific technical products or services required.
The IDIQ contract will contain a 5-year Base period with one (1) five-year Option Period. Task orders will be allowed to extend up to 12 months beyond the end of the contract term. Task orders and subsequent option periods will be issued on an annual basis unless otherwise allowable by the type of funding used. “The IDIQ will support and sustain the critical network infrastructure and tools that enable IT capabilities to facilitate the Protective and Investigative missions of the USSS. The IDIQ may involve access to sensitive information. The majority of this information will be considered Sensitive but Unclassified (SBU), however access to classified information or facilities (Secret and Top Secret) may be required. The IDIQ will provide services to repair, maintain, and operate the capabilities listed below.
- Network Infrastructure: The network infrastructure provides the enterprise communications components with routine load balancing and security services to enable centralized processing and data repository for Secret Service mission and mission support applications. This includes the Secret Service’s Wide Area Network (WAN) that consists of: (1) Metropolitan Area Network (MAN) providing infrastructure connectivity to all Washington DC offices; (2) Multiprotocol Label Switching (MPLS) and Metropolitan Ethernet (Metro-Ethernet) service network providing connectivity to all continental US offices; and (3) Diplomatic Telecommunications Service Program Office (DTSPO) network providing connectivity to all foreign based offices.
