“The contractor shall support multiple TSA offices, including senior leaders and significant program elements, with office-wide strategic initiative design and support, including communications and facilitation support, executive and director level risk mitigation and analyses support, research and development/capability design support, technology foraging and scouting, engineering/technical reviews, employee engagement support, execution analyses and management across the enterprise, office and program element levels leveraging both existing and to-be developed dashboards and other risk management and mitigation tools. Typical work products include independent assessments and recommendations regarding TSA programmatic and budgetary interdependencies, critical paths, and technical constraints. The contractor shall deliver briefings, analyses, white papers, point papers, oral assessments, related action items, and/or reports based on activities performed under this PWS as required by each BPA Order.”

“The Transportation Security Administration (TSA) intends to issue Request for Quote (RFQ) 70T04020Q9CAP8003 for Program Analysis and Strategic Support (PASS) services. The purpose of PASS is to improve the efficacy of TSA programs and projects and assist in the successful facilitation of efforts to introduce and/or enhance technological products, services, systems, security, and capabilities to TSA components and offices.

This RFQ will be issued under the General Services Administration (GSA) Professional Services Schedule (00CORP), Mission Oriented Business Integrated Services, Special Item Numbers (SIN) 874-1 Integrated Consulting Services and 874 7 – Integrated Business Program Support Services as an unrestricted procurement. TSA intends to award a single Blanket Purchase Agreement (BPA) with a 5-year period of performance. The total estimated value of this BPA is $350,000,000.00.

TSA anticipates release of RFQ prior to May 1, 2020. A draft version of the Performance Work Statement is provided as an attachment to this synopsis to allow interested parties to familiarize themselves with the requirement. TSA does not intend to respond to questions prior to the release of the RFQ.”

“To support TSA’s mission, TSA has a requirement to obtain expert advice and assistance in support of its mission-oriented business functions to support TSA components and offices. Such support is comprehensively categorized as PASS support services and can be further defined as integrated consulting services and integrated business program support. Such professional services will improve the efficacy of TSA program and projects and assist in the successful facilitation of efforts to introduce and/or enhance technological products, services, systems, and capabilities to TSA components and offices. A critical element of this requirement is to ensure the PASS support is equipped with a fundamental understanding of TSA’s technologies, projects, programs, practices, policies, and procedures; and can respond promptly to challenging and evolving requirements. Moreover, it is critical that the PASS support possesses sufficient technical and engineering background and expertise to effectively support a broad range of TSA’s initiatives as well as its underlying administrative infrastructure. The overall objective of this requirement is to obtain high-quality professional PASS services in support of TSA mission need.
