“The purpose of this effort is to acquire highly qualified Contractor technical services to support all phases of the DHS operations analysis and the development of operational requirements documents. This Contract will also acquire subject matter expertise to support and inform policy formulation and decision support to the DHS Joint Requirements Council (JRC)/Science and Technology Directorate (S&T) and entities that engage with the JRC. This includes delivery of specified formal reports and/or documents deemed necessary in the execution of that programmatic support.”
Requirements –
2.1 This Contract is intended to provide analyses and assessments supporting development, integration, implementation and/or fielding of required new capabilities as well as monitoring and maintaining the adequacy and operation of existing DHS capabilities. Analytical support efforts are intended to be focused on developing and delivering analysis reports, objective assessments, documents, and recommended plans to address the mission needs, capabilities, and requirements of the JRC/S&T for a broad range of critical homeland security disciplines.
2.2 Analysis shall support the entire Homeland Security Enterprise with anticipated quick turnaround deliverables. These final reports deliver authoritative analysis, assessments, and recommendations to inform development of standardized, defensible, and repeatable processes that support enhanced decision making at DHS. Ultimately, reports generated will assist the JRC/S&T in assessing capabilities to support improved mission performance and safety of all DHS personnel. Conclusions and recommendations must be based on structured objective analysis and enable JRC/S&T and all DHS Components and Headquarters entities’ leaders to make informed decisions that best align Department resources and capabilities with mission demands…”
