DHS TSA awards human capital systems O&M support follow-on contract as vendor awaits ATO

“This Justification and Approval sets forth the Agency’s rationale to award a sole source contract to Leidos Incorporated to continue to staff, operate, manage and maintain human capital systems. A commercial contract will be awarded to incumbent contractor Leidos Incorporated, located at 2650 Park Tower Drive, Vienna, Virginia 22180-7300. This is a new contract for continued human capital systems operations and maintenance services on the HCAccess Dta Center Bridge contract which will expire on May 17, 2020. This will be a firm fixed price (FFP) contract the anticipated period of performance of this sole source contract is from May 18, 2020 through May 17, 2021, including one 6-month base period and two 3-month option periods. TSA anticipates using Fiscal Year 2020/2021 Mission Support appropriations for this contract.”

“Data Center On-Prem” was awarded under an 8(a) direct award to Alethix LLC in September 2019 to develop and deploy the on-premise data warehouse. Change orders were executed on the Recruitment and Hiring (R&H) and Personnel, Payroll & Benefits (PP&B) contracts to build out HR functionality in the respective Candidate and Employee clouds. The on-premise data warehouse and Candidate and Employee clouds are scheduled to achieve an Authority to Operate (ATO) and go-live July 2020, completing all transition activities by October 2020. Upon completion of all transition activities, the HCAccess Data Center would be decommissioned, and continued support from the incumbent will no longer be required. Human Capital and Information Technology are currently defining requirements for a post Data Center On-Prem go-live strategy for continued support and enhancement.”

“… The sole source contract is an immediate tool to satisfy TSA’s mission, until Alethix LLC, the “ Data Center on-Prem” contractor, receives an ATO and all transition activities are complete. Until then, the incumbent is the only provider available with the necessary ATO to operate a TSA information Technology system.”
