“2.1 Objective

The OCIO is seeking industry partners who can deliver solutions that can strategically deliver an approach to securely operate and manage the current IT infrastructure as well as provide engineering and design expertise to develop and execute plans to migrate to a ‘to be state’. The strategy and solutions will need to align with the Office of the Chief Information Officer (OCIO) Strategic Plan and Technical Statement of Direction, which includes reducing the on-premises physical footprint and leverage cloud services to the extent possible. Where possible, look for opportunities to improve service delivery to include migrating from Infrastructure-as-a-Service (IaaS) to either Platform as a Service (PaaS) or Software as a Service (SaaS). The OCIO is also looking for an industry partner that fully understands, possess the level of expertise, and can help the OCIO move toward a level 5 Capability Maturity Model (CMM). The industry partner should identify what if any CMMI level they are currently appraised at. OCIO is seeking industry partners that have the knowledge, skills, and awareness of government policies and initiatives, and to perform at a quality level when faced with quick delivery in support of initiatives that have high visibility. The purpose of this Commerce Acquisition for Transformational Technology Services (CATTS) task order is to provide service-oriented Information Technology (IT) support to the Department of Commerce (DOC) Office of the Secretary (OS), and three other Bureaus (BU), including Economic Development Administration (EDA), Minority Business Development Administration (MBDA), and Bureau of Industry and Security (BIS). This task order may be used to consolidate similar DOC services into centrally managed services in future requirements. The Contractor shall provide an integrated, manageable, scalable, and flexible solution that meets the core support services and that maximizes the use of commercially available provisioned service solutions such that the purchase of new infrastructure uniquely for the CATTS task order is minimized.

The Contractor shall provide services based on the Enterprise Core Services listed below such that the Government can benefit from the existing services and the economies of scale. The Contractor shall present a solution that easily provides for evolution of services and that provides a proactive approach to ensuring service evolution and innovation occurs. Evolution includes technological effectiveness in meeting the DOCs missions and providing reduced cost and increased efficiency over time.

The Contractor shall transition the work under this task from their current support environments to the Contractor’s proposed, Government‐accepted Managed Services Solution (MSS) according to the requirements of this Task Order. The Government requires the MSS to encompass the following services:

Task Area 3 – Managed Service Outsourcing and Consulting

  1. Transition Services (Firm-Fixed Price)
  2. Program Management Services (Firm-Fixed Price)
  3. Managed Service Desk Services (Firm-Fixed Price)
  4. Enterprise/Cloud Management Services (Firm-Fixed Price)
  5. Audio Visual and VTC Support Services (Firm-Fixed Price)
  6. Other Direct Costs (ODC) 7. Travel (ODC)

The Government may require the following optional services during the performance of this task order:

These services fall within 6 main task areas: CIO support, Digital Document and Records Management, Managed Service Outsourcing and Consulting, IT Operations and Maintenance, Information Technology Services Management, and Cyber Security. The specific needs and requirements will be defined at the task order level but will fall into at least one of the categories above.

B.3 BASE AND OPTIONS

This contract consists of a base period of one (1) year and nine (9) option years. The base year and option years consist of multiple CLINs for various labor categories and products related to the required services.

B.4 CONTRACT TYPE

This is an indefinite delivery, indefinite quantity contract (IDIQ) issued in accordance with FAR Part 12 and FAR Part 15 for commercial items. Task orders may be issued on a Firm-Fixed-Price (FFP) or Time-and- Material/Labor Hour type (T&M/LH) basis. Firm-Fixed-Price (FFP) CLINs will be established at the task order level for as many tasks possible. Task orders may be performance based. Descriptions of labor categories applicable to performance under the T&M/Labor Hour CLINs are contained in Attachment 09 – Labor Category Descriptions. “The Department of Commerce (DOC), Office of the Secretary intends to hold a Virtual Industry Day on a date to be scheduled between August 9–13, 2021. This notice is to invite industry participation at this event to include minority owned small businesses with an interest in participating in the planned acquisition as primes or subcontractors.

The Office of Enterprise Services – Acquisition, in conjunction with Office of the Chief Information Officer, will host the industry day to brief the upcoming COMMERCE ACQUISITION FOR TRANSFORMATIONAL TECHNOLOGY SERVICES (CATTS) requirement, which is identified in the DOC Procurement Forecast as the “Department of Commerce Enterprise-wide IT Support Services” requirement (ID# 67002).  The purpose of this event will be for the Government to present information regarding its vision, procurement strategy and timeline for the forthcoming acquisition and to obtain industry feedback prior to final solicitation release.
