“Description

This is not a solicitation but rather a Request for Information (RFI) to determine capability of potential small businesses for information and planning purposes only; therefore, only responsible sources need to respond.

PE2E Search Cloud Migration will be procured using the Alternative Competition Method, in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C. 2(b)(4)(A). The purpose of this RFI is to identify small businesses that are deemed most likely to successfully meet the agency’s need for PE2E Search Cloud Migration services.

The purpose of this effort is to migrate the Patent Search product serving over 10,000 users to a USPTO approved and FedRAMP-compliant cloud service provider/environment. The USPTO cloud strategy, governance framework, and application assessment process and criteria will be leveraged by the contractor to devise a plan of execution enabling its subject matter experts (SMEs) to provide the right blend of cloud migration performance and counsel to support and meet the mission. The anticipated value of this procurement is $750,000…”

“Purpose

The purpose of this effort is to migrate the Patent Search product serving over 10,000 users to a USPTO approved and FedRAMP-compliant cloud service provider/environment. This requirement is under NAICS 541519 “Other Computer Related Services”, size standard $30M. The USPTO cloud strategy, governance framework, and application assessment process and criteria will be leveraged by the contractor to devise a plan of execution enabling its subject matter experts (SMEs) to provide the right blend of cloud migration performance and counsel to support and meet the mission.

“Technical Objectives

Objective 1 – CLIN 1 – 75 days after onboarding: Patent Search Cloud Migration Plan and system design

Within performance period, deliver a plan outlining courses of actions to execute a successful migration of the Patent Search product to a FedRAMP-compliant cloud service provider environment. The Contractor must recommend a FEDRAMP compliant cloud service provider which meets all the requirements for the PE2E Search system…”

“Objective 2 – CLIN 2 – 180 days after completion of CLIN 1 (OPTIONAL): Execute Cloud Migration

Execute the plan from Objective 1 and deliver a fully functional, performance-tuned, recoverable, containerized, highly-available (multi-availability zone), scalable, and costefficient Patent Search product hosted in a FedRAMP-compliant cloud service provider environment with end user security turned on…”

“Objective 3 – CLIN 3 – 30 days after completion of CLIN 2 (OPTIONAL): Switchover to Cloud Environment as Primary Production Environment

United States Patents End to End Search Cloud Migration Plan and execute a switchover of the Patent Search product from current on-premise production environment to the cloud service provider environment without interruption to business users…”

“Objective 4 – CLIN 4 – 45 days after completion of CLIN 3 (OPTIONAL): Disaster Recovery Exercise

Plan, document, and execute a repeatable Disaster Recovery test of the Patent Search product between different regions within the cloud service provider environment meeting existing Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO)…”

“Warranty Support

For a period of 120 days after the final Deployment release is completed (All CLINs), the Contractor must warrant all requirements and deliverables in the scope of this contract. The contractor must include in its proposal a draft performance warranty support plan for government input and approval 75 days after contract award. The plan must describe the contractor’s approach to prioritizing and mitigating defects…”
