Bureau of Indian Affairs (BIA) Office of Federal Acknowledgement (OFA) has issued an RFI for Federal Acknowledgement Modernization System. The acknowledgment process is the Department’s administrative process by which petitioning groups that meet the criteria are given Federal “acknowledgment” as Indian tribes and by which they become eligible to receive services provided to members of Indian tribes.
The BIA-OFA seeks market information on the number and availability of respondents qualified to accomplish work related to the following specialty areas:
- Document Management System with indexing: Each acknowledgment case requires the building of an administrative record that, on average, contains 15,000 documents (70,000 pages). Larger cases contain 25,000 documents (120,000 pages). Document Management System (DMS) must store digital images of documents and digital audio files and, for each file, a broad range of metadata or bibliographic data. Other task areas include Online Document Library, Digitize Existing Paper Documents, Dates Tracking, Workflow, Genealogy Software, Online Customer Portal (OCP) and Social Network Analysis Software.
