DOI Bureau of Reclamation Sources Sought: PPL Plant Identification App

“Reclamation will collaborate with the consulting parties on the development of a Statement of Work (SOW) or similar requirements document for a contractor to develop a first foods plant identification application (app). The SOW will emphasize the development of the data schema and functionality of the app, as well as the data needed for the identification of 10 plant species to be selected by Reclamation in collaboration with the consulting parties. The app will be structured so that the consulting parties can add information to the app. The app structure will be provided to each of the consulting tribes for their use and distribution as they see fit. As proof of the completion of this task, Reclamation will provide the SHPO [Washington State Historic Preservation Office] with a copy of the app structure and data schema.”

“The structure of the app will be developed collaboratively, and it will address the following parameters:

  • Operates on common mobile devices
  • Allows for incorporation of photographs of the plant species, including flowers, leaves, overall growth habit, and other characteristics important to their correct identification
  • Allows for incorporation of text describing the plants that is intended for a lay audience
  • Allows for incorporation of audio files in which the name of the plant in the following Native American languages is incorporated
  • Sahaptin
  • Moses-Columbia (Nxaảmxcín)
  • Recording and uploading of locations where the plants have been observed

Following collaborative development of the SOW, Reclamation will select a vendor who can provide these services. This contract will include, at a minimum, two phases of review of draft apps before the app is finalized. Upon finalization, the vendor will provide training to the Tribes on inputting additional data into the app, maintenance of the data set, and distribution of updated data sets to the app users.”
