The Contractor shall provide the software development necessary for all aspects of loading source code, testing, and maintaining the Idaho Budget Planning & Performance System (IDBPPS); also known as the Idaho Budget Planning & Performance Tool.

The IDBPPS is an on-line budget planning, execution and performance system that provides Idaho infrastructure the opportunity to plan budgetary needs for present and out-year requirements online. By using a previous budget database (Arizona BLM created), created in Microsoft Access 2003 as a prototype, the IDBPPS enhanced the budget planning processes and provided state-wide access to budget data via web technology. These improvements support the government business processes and meets the needs specified in the Government Paperwork Elimination Act (GPEA} of providing a consistent global online service in accomplishing responsible support for the business processes which benefit the public. The system includes system profiles, logical and physical data models, schemas, IDBPPS data elements and their definitions and attributes, data relationships, domains and business rules. This operates a web interface, which allows the IT infrastructure access to the budget planning information. Recently, the system has been upgraded to incorporate data from the Department’s Financial and Business Management System (FBMS), the Performance Data Management System (PMDS) and individual unit’s Resource Management Plans {RMPs) into fully integrated modules of the system. Now, budget execution data (from FBMS), Performance data (from PMDS) and RMP data from each BLM ID unit has been fully related to the planning data within this single Tool.

The IDBPPS is an endeavor to develop and implement coordinated, repeatable budget business processes through defining ID budget and tasking responsibilities, developing data management processes, and supporting the business implementation of its products by the Idaho’s business programs. Description of Work:

  1. The Contractor shall:
  2. IDBPPS – Programming and bug report solution status. Maintain required programming for the budget application to incorporate the determined needs.
  3. Ensure the IDBPPS systems are maintained in the COTS data repository according to BLM priority. The Task Manager determines the priorities.
  4. Update and review document and presentation materials to provide comments and corrections based upon contractor expertise in Bureau data management practices.
  5. Update the functionality of existing administrative reporting capabilities of the Idaho budget database components.
  6. Update the functionality of existing IDBPPS components.
  7. Update all browser presentation screens to provide a common user experience. All software development shall follow the SLM Software Development Standards dated May 1, 1997, document number 77-SDS00012 or the most current standard. Life cycle documentation shall follow the SLM Software Development Documentation Templates dated May 1, 1997, document number 77-TEM-00016 or the most current documentation templates…”
