DOI RFQ: National Indian Gaming Commission Updated Background Investigation System

“The Department of the Interior (DOI), Acquisition Services Directorate (AQD) on behalf of the National Indian Gaming Commission (NIGC) has a requirement for an updated background investigation system in order to monitor key employees of the tribal employment and personnel. Over 20 years ago, NIGC established a fingerprint system so that authorized tribal personnel can submit fingerprint information to the NIGC. In turn, NIGC forwards the fingerprint data to the FBI and the FBI results are forwarded to a secure mailbox in the NIGC fingerprint system. The authorized tribal personnel log in to an obsolete discontinued Cisco Virtual Private Network client (VPN) and can only access the Record of Arrest and Prosecution (RAP) of each individual key employees submitted by the tribe.

The fingerprint system was designed, installed and maintain by Northrop Grumman. Several upgrades in hardware and software to the NIGC fingerprint system were provided by Northrop Grumman over the course of the existing contract established by NIGC.

The NAICS code is 511210 – Software Publishers. In order to provide a total solution to complete all the requirements, other appropriate NAICS codes may apply. If this is the case, the vendor shall indicate the additional NAICS code(s) in their quote. The PSC code is J070, Maintenance and Repair of Automatic Data Processing Equipment, Software, Supplies and Support Equipment.

This RFQ is being issued as a set-aside for Northrop Grumman using Federal Acquisition Regulation (FAR) part 8.405-6, Federal Supply Schedules, Limiting Sources.

The Government anticipates award of a Firm-Fixed Price task order as a result of this RFQ. The Government reserves the right to not make an award.”

“The objective of this SOW is to provide a cost-effective path to comply with the CJIS standard by utilizing the existing fingerprint system infrastructure and modifying key technical elements without disrupting the current fingerprint submissions by the tribes.

In order to attain the above objective, the following will have to be done:

  1. Extend the contract of Northrop Grumman thereby maintaining the key technical elements that Northrop implemented in the Fingerprint System backend.
  2. Northrop Grumman will develop, test and provide a custom secure self-service website that eventually will be utilized by the tribes to gradually migrate tribal fingerprint system from the current system to the new secure website.
  3. Upon establishing secure website, Northrop Grumman will provide real time auditing of individual users submitting and receiving CHRI.
