“1.2 Scope of Project

To reverse engineer the ASP 2.0 and VBA 5 & 6 WebET system and create a web-based system (using SQL or other Database System) or adopt a COTS system that allows for multiple user profiles or user interfaces (BIE School Staff User, ERC User, Program Manager User) which meets current standards for Windows 10 and Windows 11 compatibility with Microsoft Edge and Google Chrome web browsers, collects transportation data, certifies transportation data, retains historical data, calculates transportation funding distributions according to specific formula, can upload reporting forms, and has report generation and exporting capabilities. The newly developed system must be DOI cloud approved so the contractor must already be a FedRamp approved hosting company or partner with an approved FedRamp hosting company. This is a FIPS categorized low system. The system must also align with the DOI Baseline Compliance Contract Guidelines (See Attachment) and BIE program specific IT requirements. All DOI and Bureau specific IT policies and best practices will be followed, as well as the NIST (National Institute of Standards and Technology) and FIPS (Federal Information Processing Standards) special publications will be followed. In addition to development, the vendor must have capacity to provide end user training, at least 5 business days by 12 hours helpdesk support, and application maintenance and patching as needed throughout the duration of the contract. The following user profiles and data points will be required in the proposed system along with the potential for other various data points during the planning of the system:

  • School Staff User Profile (Application Data Input End User) or Interface for Data Entry:
    • See WebET for Data Entry User Rights
    • Data entry/edit
  • Data Approver User Profile or Interface:
    • Ability to see data entered by School Staff User for School
    • See WebET for Approver User
    • Ability to certify or decertify school reporting – no editing capability
  • Access to historical year data
    • Has full capability of both School Staff User and ERC User
    • Has full reporting ability (Ability to extract calculations, data, etc)

“1.5 Deliverables

  • Reverse engineering of old application and spreadsheet funding tool
  • Development of new WebET 2.0 application
  • Hosting of newly developed application with services that are FedRamp certified and has user authentication via third party such as Multifactor Authentication is required.
  • Development of Standard Operating Procedures and Job Aid for end users
  • End User Training supporting 183 schools and residential facilities.
  • Help Desk Support (5 business days by 12 working hours) supporting 183 schools and residential facilities
  • Development Support and Maintenance
  • Licensing and hosting costs will be bore by the contractor
  • The Federal Government will retain ownership of any data…”
