“The Spartan Program (formerly known as the Next Generation Case Management System – NGCMS) is in the process of replacing ATF’s 20+ year old legacy case management suite, NFOCIS which consists of four separate applications. Spartan is built upon the commercial off-the-shelf (COTS) Business Process Management System (BPMS) software platform, Pega. The Spartan development effort uses Scrum and Kanban Agile development methodologies.”
“The services to be continued include software development, operations and maintenance of deployed functionality, analytics support of case data, and training support for new functionality for the Spartan Program. There are two primary areas of functionality in Spartan. The first area is the unique management of inspections of regulated industry members (firearms and explosives), by the Bureau’s Industry Operations Investigators (IOIs). The other and more complex, is the management of investigations into criminals and criminal organizations who illegally use and traffic firearms, illegally use and store explosives, commit acts of arson, bombings and terrorism, and divert alcohol and tobacco products, by the Bureau’s Special Agents (SAs).
The optional team consisting of developers, tester/analysts, and support personnel would be utilized for compressing the time to develop and deploy the criminal enforcement functionality of Spartan to the field…”

“Awarding to Accenture is paramount to the success of this project. Accenture has been at the forefront of this project be updating the workflow processes, writing the code to develop the standards in the Spartan system, integrating with ATF’s Federal Licensing System and legacy case management data. The cost and time delays to introduce a new contractor into this project would be substantial. The estimated project completion date for the current scope is in the FY22-23 time range; if ATF introduces a new contractor, the date would be extended…”
