The Justice Dept. has issued an RFI as part of its modernization effort, and is seeking information from software vendors related to Commercial Off-The-Shelf (COTS)/Software as a Service (SaaS) software products that offer a fully functional solution that can provide access to all Criminal Justice Information Service (CJIS) National Crime Information Center (NCIC) service offerings and capabilities and other various sources including the Interstate Justice and Public Safety Network (Nlets), that are part of the Justice Telecommunications System (JUST). JUST is a store-and-forward message switching system that provides DOJ law enforcement agencies, other federal agencies and tribal agencies with access to criminal justice data stored in various state, national, and international databases. JUST users can submit queries and updates to these databases through CJIS’s NCIC and through Nlets. JUST serves approximately 20,000 users (16,000 individual JUST users and 4,000 users of other systems through system-to-system interfaces). The JUST system currently processes approximately 3 million messages per month.
The vendor must offer a complete CJIS NCIC COTS/SaaS user interface and store-and-forward message switch solution implemented for a customer similar in size and scope to the DOJ. The requirement is to provide an interface or platform that will allow customized interfacing with other systems and development of web services. The COTS/SaaS software shall be able to run on all modern browsers (Google Chrome, Internet Explorer, Safari, Firefox) and be responsive to work on desktop computers, laptops, tablets and smartphones. The message switch solution must have the capabilities of communicating using current and future NCIC/Nlets protocols and standards.
