DOJ RFI: Digitizing Services to Facilitate M-19-21 Compliance

All National Archives and Records Administration (NARA) Federal Record Centers (FRC’s) will no longer accept paper documents for storage after December 31, 2022, per NARA and the Office of Management and Budget’s mandate M-19-21 The Contractor shall provide support for DEA’s transition from paper to electronic records. DEA continues to create and store paper records. Digitization of paper documents will allow continued retention of unclassified paper documents until the disposition period has been met for those records.


The overall purpose of this work is to obtain digitizing services to facilitate M-19-21 compliance and meet the December 2022 FRC closure deadline.

“4. TASKS…”

  • “Contractor will scan and convert files to a portable document format (PDF) that is “text searchable.”
  • Contractor will produce scanned documents in accordance with the NARA attached digitization standards.
  • Contractor much produce quality assurance/ quality control review of each document digitized.
  • Contractor must deliver digital files via an approved external hard drive, universal serial bus (USB), or compact disk (CD) to DEA POC.
  • Files must be categorized in a separate folder by fiscal year on the external hard drive, USB, or CD • Provide custody form and list of all files returned to government
  • Contractor must dispose of all paper documents upon approval from DEA POC. DEA POC must witness proper disposal.
  • Provide reports to Task Monitor as requested related to scanning and destruction of files…”
