“The Federal Bureau of Investigation (FBI) intends to solicit for and award two (2) Professional Administration, Logistics, and Management Services (PALMS), FBI-wide Multiple Award, Basic Purchasing Agreements (BPAs); spanning (5) North American Industry Classification System (NAICS) Codes under the economic subsectors 541, Professional, Scientific, and Technical Services; 561, Administrative and Support and Waste Management and Remediation Services; and 61, Educational Services. The PALMS SB is designed to address the FBI’s need for a full range of service requirements that integrate multiple professional service disciplines and ancillary services with the flexibility for all contract types and pricing at the task order level. The two separate, PALMS BPAs are anticipated to be awarded to between 10 to 15 Small Business vendors, each. Throughout this document, these contracts will collectively be referred to as a single contract called “PALMS SB”. Additionally, each of the (2) separate contracts will be individually referred to as “Pools” within PALMS; one “Pool” is for labor categories subject to the Department of Labor Services Contract Act (DOL SCA) and the other “Pool” is for labor categories not subject to DOL SCA.”
“… To ensure that employees assigned to FBI Headquarters (HQ) divisions are able to carry out essential functions, the need for qualified support staff is necessary. On February 10, 2014, the FBI created a Blanket Purchase Agreement (BPA) from the general Services Administration (GSA) Mission Oriented Business Integrated Services (MOBIS) Schedule 874. The BPA was entitled Solutions for Administrative and Program Services (SOAPS), which consisted of a base and four options. The SOAPS contract expired on April 10, 2019 and was extended for six months until October 10, 2019.”
