DOT Pre-solicitation: FAA eLMS Services, Enterprise Architecture Support

The Department of Transportation (DOT) Federal Aviation Administration (FAA) learning community has issued a pre-solicitation for a requirement for

Electronic Learning Management System (eLMS) services and Enterprise Architecture Support.

The Leadership Development division within the FAA’s Office of Human Resources is responsible for maintaining the applications, development activities, and support services within this framework. The requirement is for continuing support for the current Electronic Learning Management System (eLMS). The Contractor must have an SAP PartnerEdge Silver Partner certification or higher. The work includes eight tasks in the following areas: Program Management, Technical Services, Documentation, Training, Help Desk and Live Chat, Learning Enterprise Architecture Support, additional areas, and Systems and Subsystems Support.

  • In the area of Project Management work, the Contractor must provide project management to ensure that identified tasks are performed efficiently, accurately, on time, and in compliance with the requirements. The Contractor must participate as a member of a government-led team as requested by the Contracting Officer’s Representative (COR). The Contractor must provide a Kick-Off meeting between the FAA, COR, Program Manager, and Contractor to review requirements and ensure understanding of work scope and deliverables.
  • The Contractor must prepare and maintain a Project Management Plan (PMP). The PMP will be used to assess the adequacy of the resources proposed and managed by the Contractor to accomplish the requirements of the SOW. The Contractor must provide a PMP to include each task of this SOW as follows:
    • Description of the planned schedule to include all milestones and deliverables;
    • Identification of each process step required for completing the work …”

The anticipated period of performance is five years from the date of award, including a 12-month base period with four 12-month option periods.
