“The United States (U.S.) Department of Transportation (DOT), Federal Transit Administration (FTA), Office of Safety Review (TSO-20) is seeking professional contractor support to perform safety oversight activities in support of the State Safety Oversight (SSO) programs in accordance with the statement of work (SOW) in section C of this RFP/Solicitation.
This is a Total Small Business Set-Aside procurement for which we anticipate will result in award of more than one Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The Government anticipates issuing Firm-Fixed Price (FFP), Labor Hour or a combination of both on respective issued/awarded task orders against the IDIQ contracts.”
“The objectives of this project are to assist FTA’s Office of Safety Review with the following:
- Evaluation of the development and implementation of state oversight and rail transit agency safety and security programs as per applicable regulations, requirements and FTA guidance;
- Identification, development, and delivery of technical assistance and training to guide state and rail transit agency program development and implementation;
- Responses to industry and government inquiries and needs related to FTA’s safety and security program implementation;
- Coordination with other FTA programs to ensure a systems approach to delivery of its safety and security program.
The contract period of performance is from date of award through a five-year period including a one (1) year base and four (4) one-year option periods. The Federal Acquisition Regulation (FAR) clause 52.217-8 “Option to Extend Services” NOV 1999, shall be incorporated into the resulting contracts, as referenced in Section I, in the event the Government requires continued performance of any services with the limits and at the rates specified in the contract beyond the five-year period of performance term.”
