DOT Sources Sought: FAA Civil Rights Connect System Support

This support is for further development and maintenance of the FAA Civil Rights Connect System (“FAA Connect” “the System”) for the Disadvantaged Business Enterprise (DBE), Airport Concessions DBE (ACDBE), Title VI of the Civil Rights Act of 1964 and Americans with Disabilities Act modules.

This procurement provides for new and critically needed development of the existing system to add functionality and mechanisms to provide improved customer service, and also to add necessary maintenance of the system.

The Contractor must operate and maintain all modules in the FAA Connect System. The Contractor must provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the services described in the tasks below. The order of the Phases implemented is based on FAA priorities. As directed by the FAA, the Contractor must enhance the existing FAA Connect by performing and adding the following:

1. Compliance and Complaints Findings Management Tool
2. Message Notification engine
3. Power BI Reporting Function (Report Query Function)
4. Mechanism to connect the output from the DBE and ACDBE goal setting tools to the goal section of FAA Connect for uploading.
5. Allow airport users to add goal periods.
6. System maintenance for Power BI.
7. Overall system maintenance.

Option Period 1:

1. Add capability to Matchmaker system to download certified list in Excel.
2. Further developments as necessary for the Compliance and Complaints Findings Management Tool.
3. System maintenance for Power BI.
4. Overall system maintenance.

Option Period 2:

1. Add Compliance, Assessments and Complaints Status Dashboard (Also accessible to ADO’s) or related Program Updates
2. Other system updates upon request.
3. System maintenance for Power BI.
4. Overall system maintenance.

Option Period 3.

1. DBE Uniform Form Achievement Reports Status Detail Screen Updates
2. DBE and ACDBE program records.
3. System technology upgrades to keep it current and user friendly.
4. Other system updates upon request.
5. System maintenance for Power BI.
6. Overall system maintenance.

Option Period 4.

1. Revamp DBE & ACDBE Uniform Report processes to streamline data entry
2. Other system updates upon request.
3. System maintenance for Power BI.
4. Overall system maintenance.
