Due to protest, DHS CBP intends to award TSD Help Desk Services bridge contract

“The U.S. Customs and Border Protection (CBP), Office of Information and Technology (OIT) and the Office of Acquisition (OA) prepared this justification for an exception to fair opportunity. CBP intends to award a task order without considering other awardees.”

“These services are required for the period of 4 months (1-month base period and 3 one-month option periods) to support adequate time addressing ongoing protest, as well as transition to the new contract. The services will be procured through the incumbent QBase, LLC to ensure continuity of critical IT infrastructure TSD services while the protest is adjudicated.

The purpose of this procurement is to provide program management, customer-focused technology service desk support for Tier 1 Internal and External Operations, Automated Commercial Environment (ACE) Account Service Desk (ASD), and Advanced Support Operations. This requirement includes technology support services in support of more than 1,800 offices and 1,000 non-CBP locations requiring access; over 65,000 CBP employees and contractors, trade partners, and Participating Government Agencies (PGAs) worldwide. The TSD resolves customer-reported technology issues/requests for over 200 system applications and, when necessary, escalates more complex problems to other internal or external support service providers. This bridge task order will allow the incumbent contractor, QBase LLC, to continue to provide uninterrupted TSD operations support services while the protest related to the follow-on competition is resolved.

The estimated value of this requirement is $4,869,184.00.”

“An urgent and compelling need exists and failure to award this bridge task order, delay award of the bridge task order, or to conduct a competition for the bridge period (even a limited sources competition) would result in a severe impact to the continuity of TSD operations and significant risk to the continuous availability of the CBP IT network. CBP requires this interim action while the protest related to the follow-on competition is awarded, as well as provide sufficient transition time to move from the current task order to the follow-on task order.”
