“The purpose of this Justification for an Exception to Fair Opportunity (JEFO) is to obtain approval to award a sole source contract with Booz Allen Hamilton (BAH) for the contract service described in Section 3.a below. The need-by date for this support is September 23, 2020. This bridge contract is to provide uninterrupted support that will allow for the resolution of the post-award protest received for the follow-on acquisition.
The period of performance will be 2-month base period with three (3) one-month option periods, for a total of five months.”
“The purpose of this sole source acquisition is to obtain uninterrupted support of skilled Java Developer(s) and Senior IT Specialist(s) support services for the maintenance & enhancements (M&E) of AVS/PTC. The services will be required to assist existing IRS development resources in designing, development, configuration, integration, implementation and maintenance of the AVS/PTC. The software will be used to enable the IRS to comply with the Patient Protection and Affordable Care Act (PPACA) and to support the IRS in processing health insurance-related tax forms and schedules. The desired end state is to keep current the AVS/PTC processing system, which is responsible for integrating with the Current Processing Environment (CPE) to perform compliance checks and validate information on health insurance- related tax forms to support PPACA.”
“Support began under the competitively awarded under Fair Opportunity competition from IRS’s “TIPPS-4” multiple award contract (Contract Number TIRNO-11-D-00011, Task Order 0026).
The incumbent has maintained the AVS/PTC systems for the past five years and developed the current AVS/PTC Filing Season (FS21) plan to implement critical FS21 changes that are also aligned with Modernized eFile (MeF). The contractor services are critical in completing the remaining FS21 Agile sprints (s/w changes) as well as providing operational support while new vendor transitions and assumes full AVS/PTC responsibility.
The follow-on award of AVS/PTC has been made; however, a post-award protest has been received by the awarding CO. Therefore, until the protest can be resolved, continue support is needed.”
