The civilian agency contract market held steady in FY 2019. It totaled $185 billion, down less than a percent from FY 2018. The agency with the most growth was HUD, which is upgrading internal agency IT and financial systems. At $23.3 billion, DOE spent the most in FY 2019 but fell 6.2% year-over-year. The biggest decline was 16.6% at STATE, while USAID grew 8.3 percent.
