“GAO established the Innovation Lab—aligned with the newly created Science Technology Assessment, and Analytics (STAA) unit—as an independent sandbox to experiment on the application of advanced analytics and emerging technologies. Leveraging the power of cloud computing, the Lab will collaborate with GAO mission teams to ideate, incubate, iterate, and evaluate prototypes with the goal of tackling evolving oversight challenges that cannot be fully addressed through conventional approaches alone. We aim to be a customer-centric organization to drive new capabilities with speed, at scale, and in depth.”
“GAO anticipates establishing a multiple award Blanket Purchase Agreement (BPA) and issuing related task orders to support long-term sustainment of the Innovation Lab as well as supporting the needs of other GAO teams over a 5-year period. Responses received from the RFI will help GAO further evolve the draft SOO. This RFI is prepared for planning purposes only and is issued with the intent of obtaining capabilities and market information, and is not being issued with the intent of awarding a contract. The Government will not award a contract solely on this basis of this RFI. It is intended that inputs gathered during this RFI process may be considered when scoping future solicitations. Failure to participate in the RFI will not impact an interested party’s ability to participate in any future competitive process. GAO reserves the right to cancel this RFI at any time. All submissions become Government property and will not be returned.
GAO anticipates including five categories of support within a multi-award BPA framework. The divergent nature of specific draft SOO requirements means that vendors should respond only to categories they are qualified to provide professional services. Response to all five categories is therefore not required. Requirements outlined in each category are focused specifically on sustaining the mission of the Innovation Lab but we anticipate other mission and operational units within GAO may issue future task orders under the proposed BPA.”
