The GSA has issued a RFI to obtain information regarding commercial capabilities that may be used to determine the best third party logistics (3PL) freight strategy and future freight management solution and program offering. The secondary purpose is to collect information on specific commercial in the following areas; Freight transportation Rate Procurement capabilities, Transportation Management System (TMS) options and Program Management strategy. The Freight Management Program (FMP) has not determined a final path forward for any future freight procurement at this time.
GSA’s FMP solicits transportation rates from Transportation Service Providers (TSPs) and makes them available in a TMS to meet federal civilian agency transportation needs. The end customers are Federal Civilian Agencies and the program supports customers. The current GSA managed TMS service contract is nearing expiration and GSA is looking for contract options to service their customer base beyond 2020. The scope of this request is to identify potential market options for future migration of the existing government managed service to a 3rd party vendor provided cloud or alternate solution. GSA is focusing on the following key principles in pursuit of the 3PL vendor managed solution: Industry best practices, Ease of Use, Ease of Configuration, Cost Effectiveness, Information security, Scalability, Quality Assurance, and Implementation schedule. An Industry Day may be planned for a later date.
