The objectives of this SOO are to optimize enterprise efficiencies for IT systems in the Federal rulemaking process, streamline and enhance the use of technology to support the rulemaking process, and enhance user experience. GSA aims to provide an architecture that is scalable, resilient, flexible, and that supports the integrity of data. In the spirit of an open and transparent government, the intent is to provide publicly accessible platforms that foster participation and transparency in the Federal rulemaking process as well as promote collaboration between its two defined user groups, the government and the public.
Through the use of information technology, the Office of Regulation Management supports the following objectives:
- Provide readily accessible information that assists the public in accessing and reviewing Federal information. The Regulation Management program aims to achieve strategic IT performance goals through a range of activities including, but not limited to, system reporting, input from Federal system users and technology improvements.
- Provide Federal agencies with a system utilizing secure login and role-based access controls, configurable workflow management, and compliance with electronic records management (meeting the DOD 5015.2 standard) requirements. Provide a system that supports and maintains digital documents.
- Improve the machine-readable structure of regulatory content to support public and private stakeholders in the analysis of individual regulations and cross-domain regulatory interdependencies.
- Reduce data entry and ensure data integrity and reliability. Enable data sharing, access to common services and functions, and an efficient approach to use of technology in support of current functions provided by ROCIS and eRulemaking. The purpose of this contract is to obtain a full range of IT services, including but not limited to, programming, help desk, training, troubleshooting, hardware and software administration for the Office of Regulation Management IT systems and applications as well as supporting infrastructure. The scope of this work effort is to provide, maintain, and enhance the GSA Office of Regulation Management IT systems. Potential future enhancements may include implementation of data analytics tools that would assist in (1) efficiently and effectively evaluating the content of massive volumes of public comment submissions (aka “mass comments”) and (2) analysis of regulatory content across regulatory domains to identify areas of potential streamlining and collaboration.
GSA IT requires the contractor to define staffing resources for each of the tasks within this Statement of Objectives (SOO), with their quote submission and project management approach to enable GSA to understand the contractor’s proposed level of effort, staffing levels, and costs by labor category tasks to provide continued ongoing support of Office of Regulations Management programs. This includes all aspects of operation, including analysis, hardware infrastructure support, software maintenance and development, help desk and training as well as system and database administration. The contractor shall work with assigned GSA IT Program Managers to develop, implement, and maintain specific tasks associated with the operations and maintenance (O&M) and development, modernization and enhancement (DME) of the portfolio websites and applications.
