HUD to award extension of Information Technology Systems (HITS) and End-User Services contract

“2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED:

The purpose of this justification is to request an extension of the current period of performance (POP) for CLIN 0001 – End User Services for 6 months with the incumbent contractor, Perspecta Enterprise Solutions, LLC, under the current Bridge Contract Number 86615321C00007, to ensure continued support for ongoing HUD operations. The current CLIN 0001- End User Services’ POP ends on 7/31/2021. Also, to establish a new CLIN for End User Services for option period 1 for 12 months. As a result, the ceiling of the contract will increase accordingly.

The End Users Services is a critical part of Office of the Chief Information Officer (OCIO) capabilities, encompassing contractor activities related to Wireless and Mobile Communications, Telecommunications and Help Desk in providing the critical infrastructure and operational services necessary to HUD in fulfilling its mission…”

HUD requires continued provisioning of a stable, reliable enterprise-wide infrastructure to meet its strategic objectives and responsibilities under Federal legislation and executive orders. The contractor shall be responsible for the provisioning, management, storage, maintenance, backup, and operation of all infrastructure hardware, software, and support services to meet or exceed HUD’s current Enterprise Infrastructure core functions consistent with the assigned Contractor functions…”

Update February 25, 2021

G2X TAKE: Additional details are now available related to the recently awarded Housing and Urban Development contract to Perspecta, a leading Federal services provider, for the provisioning, management, storage, maintenance, backup, and operation of all infrastructure hardware, software, and support services to meet or exceed HUD’s current Enterprise Infrastructure core functions.

A two-year sole source bridge contract was put in place with a total contract value of $103M.

Presumably the full term of the bridge contract and ceiling value will never be utilized if they are able to get the new contract negotiated and awarded in a timely manner, but it is likely a smart move by the agency to provide a long runway in case of an unforeseen challenge or protest. More details on the bridge contract announced last month are included below.

  • HUD believes that a 2-year bridge (6-month base period for End User services and, 12-month base period and a 12-month option period for the Data Center Assets) is needed to permit adequate time to respond to the results of the End User contract protest; and, to re-solicit the Data Center services using an alternative acquisition strategy.   • This latest news comes on the heels of the announcement that Perspecta has agreed to be acquired and, once finalized, will become part of Peraton, which will become a true Federal IT consulting firm behemoth and quite possibly the largest Federal Information Technology contractor, according to Bloomberg.   • Beyond their role as an incumbent on this effort, Perspecta continues to serve as a major partner to HUD, and late last year they secured a Prime role on the heavily pursued Housing and Urban Development OCIO IT Services BPA. More here.

Due to the anticipated changes in the information technology and telecommunications marketplace that will occur over the next several years, and as directed by HUD, the contractor shall incorporate innovative and emerging technologies that improve infrastructure and mission performance in the most economic and efficient manner.”

“A Sole Source bridge award is being awarded to provide interim services while a new award is being negotiated. The award of the contract with Perspecta Enterprise Solutions LLC will provide HUD with the time needed to ensure a smooth transition and execute a new contract to replace the GSA DCS contract. The extended period of performance is from 2/1/2021 – 1/31/2022.”
