“The Department of Housing and Urban Development (HUD), Office of Single-Family Program Development (SFPD) is seeking a contractor to provide advisory and program support services.  These services will assist SFPD in the development and implementation of single-family lending policies, program guidelines, standards and operating procedures. These services will also allow SFPD to convey policy and guidance on FHA insurance programs to industry partners.”

“SFPD is seeking a contractor to provide advisory and program support services. These services will assist SFPD in the development and implementation of single-family lending policies, program guidelines, standards and operating procedures. These services will also allow SFPD to convey policy and guidance on FHA insurance programs to industry partners.

These services shall assist SFPD in the development and implementation of policies, guidelines, standards and procedures. Tasks consist of but are not limited to: Reporting Duties; Program Management Support to Address Disruptions; Policy Trend and Data Analysis; and Operations Optimization and Business Process/Technology Alignment.

Tasks include but are not limited to:

  • Defining priorities and business strategies.
  • Recommending best practices/tools/routines to: 1) enhance regular periodic communication within SFPD concerning the breadth of activities underway; 2) break down silos within SFPD; and 3) celebrate achievements.
  • Developing a Market Disruption Playbook/Toolkit that builds on lessons learned from the 2008 Financial Crisis and 2020 COVID-19 pandemic to enhance response capabilities of FHA’s service delivery model during periods of stress/infrastructure interruption, such as:
    • Tightened private credit availability
    • GSE, VA, RHS underwriting policy changes
    • Temporary changes to FHA loan limits…”

“The period of performance shall be for one base period of twelve (12) months from the date of the contract award with four (4) 12-month option periods.”
