“The OCIO’s Program Management Division (PMD) is currently implementing an improved, more active form of IT Portfolio Management (IT PfM) that includes oversight and collaboration with bureaus and offices from across DOI’s extensive billion-dollar IT enterprise. During the short-term period that PMD is working with AQD to compete and establish long-term contract solutions, Booz Allen Hamilton (BAH) is uniquely able to provide uninterrupted critical support to the OCIO/PMD. PMD’s IT PfM mission to engage and collaborate with DOI’s extensive federated enterprise, which is comprised of multiple and diverse bureaus and offices, requires a depth of knowledge and understanding of the mission, objectives and culture of those bureaus and offices. BAH has worked extensively with PMD over the preceding years in developing a depth of understanding of these diverse missions, objectives and cultures. This together with BAH’s technical expertise in the field of IT PfM enables BAH to provide support not only to OCIO/PMD, but to seamlessly support PMD’s critical oversight and collaboration with DOI bureaus and offices…”
The work associated with this effort is a continuation of the work required to maintain continuity of operations. This justification is needed because the re-competition was cancelled due to the RFQ not accurately reflecting the needs of DOI OCIO PMD and the needs of the other divisions and bureaus. This decision was based upon the recent changes to the work requirements caused by the ongoing organizational restructuring in OCIO and the need to provide increased support to other OCIO divisions. The need for this service is on-going and a competitive re-competition will be underway. In order to facilitate a re-competition and to have a proper transition period, this short-term requirement is necessary to avoid a critical break in service.”
