The National Aeronautics and Space Administration (NASA) Request for Proposal (RFP) for the NASA Financial Support Services (NFSS) acquisition has been released.

The principal purpose of NFSS is to provide financial support services and related services for multiple NASA Centers. The NFSS contractor will provide all necessary management, personnel, travel, and training (not otherwise provided by the Government) necessary to perform these services. The resulting contract will be performed at the following NASA Centers: Ames Research Center (ARC), Mountain View, CA; Armstrong Flight Research Center (AFRC), Edwards Air Force Base; CA, Glenn Research Center (GRC), Cleveland, OH; Johnson Space Center (JSC), Houston, TX; Kennedy Space Center (KSC), Merritt Island, FL; Marshall Space Flight Center (MSFC), Huntsville, AL; and Stennis Space Center (SSC), Bay St. Louis, MS. This contract may further support any NASA Centers’ financial support services requirements as needed.

“1.0     Introduction

This Performance Work Statement (PWS) broadly defines the requirements for a wide range of professional and technical consolidated financial support services to assist the National Aeronautics and Space Administration (NASA) in its planning and managing of missions, programs, projects, and organizational needs. The NASA Financial Support Services (NFSS) requirement will provide an enterprise solution approach to implement a community of best practices, streamline financial processes, and establish an efficient enterprise operating model to meet current and future mission needs.

The NFSS contract will provide financial services in support of the Agency and Center Chief Financial Officers (CFOs) as well as NASA missions, programs, projects, and institutional offices.  The contract includes support for work managed and developed under a variety of agreements with in-house organizations, NASA Centers, contractors, universities, and international sources and partners.

The scope of this contract will include work executed through the use of task orders/work packages (TO/WP) which range from general financial support to specific tasks. TO/WP may support multiple centers, missions, programs, projects, and/or organizations, thus demanding significant contractor flexibility and responsiveness in the deployment of the financial support service workforce. Government resources will lead the implementation of work; therefore, extensive coordination between contractor personnel and Government personnel will be required…”
