The virtual Industry day is scheduled for Monday, April 19, 2021 at 11:00 a.m. (Eastern Time).

“The NASA Information Technology Procurement Office (ITPO) plans to issue a Request for Proposal (RFP) for Cybersecurity and Privacy Enterprise Solutions and Services (CyPrESS).  The principal purpose of CyPrESS is to provide the NASA Office of Chief Information Technology (OCIO) with cybersecurity and privacy enterprise solutions and services which includes, but is not limited to, Cybersecurity and Privacy Program Management Support, Cybersecurity and Privacy Oversight Support, Cybersecurity Standards, Architecture and Engineering, and Cybersecurity and Privacy Services.

The Place of Performance is at all NASA Centers and Facilities.”

“It is anticipated that this acquisition will be a full and open competition.  The NAICS Code and Size Standard are 541519 – Other Computer Related Services and $30M, respectively.

It is also anticipated that the subject RFP will be for a Single Award, Cost Plus Award Fee (CPAF) Core and Hybrid Indefinite-Delivery, Indefinite-Quantity (IDIQ) with CPAF and Firm-Fixed Price (FFP) CLINs, with a 20 month base period, a 24 month Option Period 1, a 24 month Option Period 2, a 24 month Option Period 3, and a 12 month Option Period 4.”

“The CSPP developed a Cybersecurity Strategy for NASA, comprised of high-level program goals and strategic objectives and sub-objectives. This strategy supports, and is in direct alignment with, the NASA IT Strategic Plan. The CSPP goals are the following:

  • Partnership & Communication: Strengthen relationship and visibility with partners across the Agency and promote cybersecurity best practices and awareness
  • Service Delivery: Deliver effective cybersecurity services consistency across the Agency
  • Risk Management: Manage cybersecurity risks in a standardized way that maps to Agency risk management framework and informs better risk-based decisions
  • Cybersecurity Architecture: Develop Agency-wide security architecture to manage complexity while meeting strategic goals
  • Cybersecurity Operations: Develop comprehensive security operations capability to prevent and mitigate impact from threats and improve incident response”
  • Contract Management
  • Cybersecurity and Privacy Program Management Support
  • Cybersecurity and Privacy Oversight Support
  • Cybersecurity Standards, Architecture and Engineering
  • Cybersecurity and Privacy Services”

“The PWS consists of work divided into the following sections:

“The anticipated release date of a Draft Request For Proposal (DRFP) is in the second quarter of 2021.  This will be an opportunity for potential offerors to provide questions, comments or any concerns regarding the DRFP and attachments which includes the Performance Work Statement (PWS).  No proposal/offer is to be submitted in response to a DRFP.  NASA also anticipates holding a virtual industry day event in the second quarter of 2021.  Details regarding this event will be shared on beta.sam.gov.

The anticipated release date of the RFP is in the second quarter of 2021 with an anticipated offer due date in the second quarter of 2021.   Please note a Top Secret facilities clearance will be required in accordance with a DD Form 254, Contract Security Classification Specification. The Top Secret level facility clearance must be in place by the due date for receipt of proposals.  For proposals submitted as joint ventures, the facility clearance must be granted in the name of the joint venture.”
