NOAA NESDIS RFI: Replacement and Re-design of GOES Data Collection System

“The National Oceanic and Atmospheric Administration’s (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) has a requirement for a GOES (Geostationary Operational Environmental Satellite) Data Collection System (DCS). GOES DCS is a national critical system used for the real time transmission of environmental observations.  The GOES DCS system supports approximately 30,000 transmitters, processes nearly 900,000 messages per day comprised of roughly 8 million observations made by user Data Collection Platforms (DCPS).  The GOES DCS system operates in a 400kHz bandwidth that is Frequency Division Multiplexed into 566 channels with over 2200 users.  In recent years, the GOES DCS database was expanded to provide support to Argos DCS > 430 entries and NOAA’s Direct Readout Users (DRO) > 400 entries.”

“The contemplated acquisition is for the design, development, testing, and installation of a replacement and re-design of the current Geostationary Environmental Satellite System (GOES) Data Collection System (DCS) Administration and Data Distribution System (DADDS).  The new system (herein referred to as “DADDS Next”) shall ingest messages from the Data Acquisition and Monitoring Systems-New Technology (DAMS-NT) system at one or more sites or from another input. The messages shall be in a format that is not completely uniform, but one that contains options for selections by each DCS user. Each instance of a DADDS Next shall remain connected to a DAMS-NT instance through an interface with 99.99% availability.”

“Scope –

2.1 This acquisition is for the design, development, testing, installation and integration of a replacement and re-design of the current DCS Administration and Data Distribution System (DADDS). The DADDS Next system shall ingest messages from the Data Acquisition and Monitoring System – New Technology (DAMS-NT) system at one or more sites or from another input. The messages are in a format that is not completely uniform, but one that contains options for selections by each DCS user. Each instance of a DADDS Next shall remain connected to a DAMS-NT instance through an interface with 99.99% availability.

2.2 DCP message data shall be ingested by the DADDS Next, processed by adding header information, data quality flags and other information and then moved on to the database (s) and output interfaces which are, at a minimum but not restricted to, the NOAA/NESDIS.

Product, Dissemination and Access (PDA) systems, the National Weather Service (NWS) Telecommunications Gateway (NWSTG) and become available for download by DCS users. Each instance of a DADDS Next shall remain connected to its output interfaces with 99.99% reliability.

2.3 The DADDS Next system will be integrated with the NOAA cloud utilities service infrastructure that is being planned to support cloud computing on an enterprise-wide basis. Thus, may be an existing service migrated into the cloud for Infrastructure as a Service (IaaS) or Platform as a Service (PaaS).
