OPM HRS issues RFQ for Survey Administration and Reporting System


OPM has issued an RFQ for a Survey Administration and Reporting System. Human Resources Solutions (HRS) within the U.S. Office of Personnel Management (OPM) provides reimbursable services that help government agencies meet their missions. HRS services span the full spectrum of human capital management solutions, including staffing, leadership development, strategy, restructuring, individual assessment for selection and promotion, leadership assessment for development, customer satisfaction, and organizational and program assessment. HRS performs these services for agencies and their sub-components across the Federal Government and the Military, and also for state and local governments.

HRS seeks to replace its current single-source online survey and reporting system, and to consolidate its standalone reporting systems. A preferred system will:

  • be an off-the-shelf, turn-key solution capable of meeting the “must have” requirements stipulated below without requiring additional development or customization;
  • be priced using a firm-fixed price model – the use of a per survey or per respondent pricing strategy will not be acceptable;
  • handle approximately 200 surveys annually including up to 1,000,000 potential participants (total) and up to 500,000 survey completions annually, without individual licensing costs for either number of surveys or participants;
  • allow administrators to build surveys of essentially any length and content;
  • provide a variety of analyses, from counts to inferential statistics and content analysis of open-ended text;
  • produce a variety of planned and ad hoc reports, including online reports and print-ready hard-copy reports, at-will and without additional cost;
  • host post-survey follow-up materials, including interactive action planning templates;
