OPM has issued an RFI to obtain professional expertise and broad experience in organizational change management associated with large financial systems modernization efforts. The scope of this task order includes:
- developing and implementing a change management strategy to include a road map of actionable milestones to effectively and efficiently transition the current trust funds staff to the newly implemented Federal Financial System and its related modules;
- developing detailed plans to identify and close the existing skills gap and competencies within the current workforce and develop detailed planning documents to identify future hiring needs to ensure the workforce of the future has the necessary diversity, skills and competencies to support the mission; and
- developing an organizational change plan/program that will emphasize both formal and informal training.
This effort includes all tasks required for the successful standup of the new program including, but not limited to, providing expert advice, assisting and supporting the development and implementation of change management, planning, requirements gathering and analysis, employee engagement and stakeholder buy in activities.
