The FBI has issued an RFI for conducting market research on Commercial Off-The-Shelf (COTS) Laboratory Information Management Systems (LIMS). The LD’s mission is to apply scientific capabilities and technical services to the collection, processing, and exploitation of evidence for the FBI and other duly constituted law enforcement and intelligence agencies in support of investigative and intelligence priorities. The LD’s Electronic Laboratory (eLAB) Program Management Office (PMO) will support and maintain the COTS LIMS as well as the unclassified network backbone infrastructure for the COTS application.
The FBI has a need to implement a COTS LIMS for the FBI Laboratory that would efficiently and effectively manage the cradle-to-grave activities of forensic examinations. There are two major focus areas of support required of a LIMS tool:
- A COTS software product to support the business functions within the Laboratory. These functions include the capability to receive, inventory, and transfer evidence as well as manage workload, document and report results, and provide metrics on case data as outlined below. The system will ensure the FBI Laboratory meets ANSI National Accreditation Board (ANAB) standards.
- Software application and configurations shall be in alignment with the FBI’s technological infrastructure.
