SEC contract amendment will allow Attain to perform ongoing EDGAR system support.
“The SEC is issuing an amendment to J&A Number 2019-19 (attached) to allow for completion of ongoing critical EDGAR support and in-scope application modifications. Specifically, this J&A amendment will allow for a contract extension to provide ongoing EDGAR System Support beyond the current period of performance end date while the SEC finalizes plans to reasonably and responsibly compete this requirement.
Since the original J&A, the Oracle Fusion Middleware (OFMW), and COTS Application Management Support (AMS) portions of this contract were awarded under separate agreements. However, through the course of ongoing EDGAR support, critical modifications to the EDGAR system (e.g. Phase V) have impacted re-procurement planning and as a result such changes must be fully tested, stabilized, and completed before responsibly transitioning to a new procurement. While the major security program continues, other critical and rule-making modifications need to be completed in parallel. Due to the tight data and system integration of these parallel efforts, it is least risky and most fiscally responsible to have them completed by the same contractor thus completing the major security program. Among ongoing maintenance activities, and most immediately, the following additional critical security and rule making changes have been identified; EDGAR Entity Landing Page, Front-End Security modifications to support Individualized user accounts and ID Assurance, and Fee Tagging Rule-Making implementation. The current course of events necessitating these modifications has created significant risk to transitioning incomplete EDGAR support to a potentially new contractor, delaying the Commission’s efforts towards responsibly re-competing this procurement.”
“Not extending this J&A for continued EDGAR System Support would result in a lapse in IT application software maintenance and operational support for the EDGAR system, an SEC mission-critical IT system. A lack of IT support services would adversely affect the Commission’s ability to interface with registrants and investors, negatively impacting the Commission’s reputation and potentially disrupting the stability of the financial markets. In addition, a lack of IT support would significantly delay the implementation of critical security vulnerability remediation across complex mission-critical applications.”
