SEC to award Enterprise Business Intelligence Services (EBIS) task to Attain

“2. Nature and/or description of the action being approved.

This is a justification for an exception to fair opportunity for Enterprise Business Intelligence Services. This action is to establish a new task order with Attain LLC under the OneIT IDIQ contract to provide the U.S. Securities and Exchange Commission with ongoing support of Enterprise Business Intelligence Services (EBIS). Attain is the only vendor currently capable of providing the required level of quality services given the highly specialized support needed prior to conducting a new competitive procurement.

  1. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The SEC requires support in the short-term for Enterprise Business Intelligence Services (EBIS), which provides support for governance implementation and operating model, solution delivery of advanced BI capabilities, and program and project management for implementation of BI delivery services.

The agency has a requirement for a high volume of support of EBIS. The agency requires a vendor capable of supporting approximately 42 development sprints/year (7 sprints every 2 months) and development/O&M support for 60+ unique analytical solutions connecting to 75+ different data sources, in addition to multiple dedicated resources for ENF, EXAMS, and CF. The requirement will also include support for a separate AWS cloud environment, and C3 migration to ACES is scheduled in the first priority group for ACES migration effort.

The required services are complicated by the fact that the vendor must be able to coordinate and support program offices and federal resources from day one, without interruption and degradation of services, and maintain at least the same level of quality currently being provided without putting critical business functions at risk.

The support is estimated to require a total of eighteen (18) months and the estimated value of this requirement is $12,228,908.57.

“(a) Exception to Fair Opportunity: This action will be a new task order awarded on a sole-source basis under OneIT to Attain, LLC. Attain is the only vendor deemed to have the necessary capabilities to provide the high volume of specialized services at the quality required pursuant to the authority of FAR 16.505(b)(2)(i)(B).

(b) Supporting Rationale: Given the size of the task order, scope of work, high number of mission critical projects, and black out period for program office, only Attain has the specialized knowledge and experience to provide the highly specialized services needed at the level of quality necessary.

The current vendor has a large number of MicroStrategy resources to support this requirement and maintain business continuity. During this time it is imperative to SEC mission requirement that a vendor with adequate and capable resources, experienced with the business needs as well as workflows and processes, continue to provide the same support currently being provided. Introducing a new vendor will require additional time to coordinate program offices, federal resources, and requirements development and require significant time to transition the effort to avoid any disruption in support with business continuity across these 60+ solutions, significantly impacting the level of quality current received and putting critical business functions at risk…”
